Mass production bikes do a pretty good job of fitting people, but to get a precise fit, you have to do some things to change the bike. If you have the right size bike, and you have average proportions you may only have to fiddle with the seat/pedal relationship, and the handlebar/saddle relationship.
If you're not within the "average" proportions for person of your height and weight, or your range of flexibility is outside the bell shaped curve, we may need to do more drastic things to get a good relationship for you with your bike. For instance if your leg/femur relationship requires it, you may need a steeper or shallower seat tube angle to get your knee over the pedal spindle.
